In 1998 Belize developed its first-ever national tourism strategy. The Blackstone Report, as it is commonly referred to, established the context for tourism development within Belize and called for a moderate growth scenario that aimed for a 4% compound average annual growth rate and an increase of 20,000 in visitor numbers over a five year period; allowing Belize to develop a niche in small-scale rather than mass tourism.
